Instead of simply activating the bat-signal every time Gotham is in trouble, she wants to actually partner with Batman to get at the roots of crime instead of just reacting to the symptoms. The new commissioner gives a Powerpoint of where she reports on her adoption of “statistics and compassion” to effectively fight crime.

We don’t show up to clients in tights and a cape, but we do have a toolbelt of sophisticated waste-fighting operations planning and management software worthy of the bat-cave. In a fully logical world run by computers without emotions, the numbers would speak for themselves.
